# Working Groups

Working groups may establish goals or contribution benchmarks for coordination and planning purposes only. Participation is voluntary, and such benchmarks do not create obligations, penalties, or performance requirements.

Participation occurs through contributor pools rather than employment or contractor arrangements. Contributors retain full discretion over how and when they contribute. Stipends or bounties may be offered to recognize participation, output, or completed tasks.

Removal from a group generally occurs only in cases of sustained non-participation or conduct that is disruptive to the group.

This structure is intended to keep participation open, flexible, and welcoming while supporting shared goals.
